We have accepted the "DO NOTHING" policy on this problem. Accepting that we will not resolve the issue on what to do with the 12 million plus illegals, I still would like to account for those already here and set a cutoff date for future definition upon finalization of this problem. My proposal theme is "FOLLOW The MONEY". Summary As Follows:
1. Define required base information to identiify each individual.
2. Require that all employed illegal immigrants be paid on a legal payroll. This will mandate that all employers have a state and federal ID number. Employees MUST be paid via a checking account.
3. Identify specific financisl institutions in each county of each state to collect and process data defined for individual idenification and payroll requirements. Photo ID will accompany the opening of each checking account and be controlled and issued by the bank.
4. Unemployed illegal's must register with the local unemployment office to be considered within the establised cutoff date.
5. Spouses or children under eighteen years of age will be required to show proof of residence, marriage and/or birth to receive an ID number.
6. Anyone not meeting the requirements of the residency temporary rules will be prosecuted if they have stayed after the specified date to register.
I believe this can be accomplised because there is the incentive for profit by the banks and outside payroll companies, plus the political perk that "they did SOMETHING".
